I have a houseful of boys & men. Even our dog is a male! Believe me, I have samples if you'd like to see them. Email me.
Basically, have fun with metal embellishments and all different types of patterned papers that are masculine. Use metal brads, eyelets, frames, photo clips, hinges. Also, don't forget to add fibers in natural colors and textures (leather, hemp, etc).
You can make it nice and have fun with it!
References :
A masculine scrapbook is akin to a feminine lawnmower.

If you insist on making a scrapbook, fill it with pictures of scantily clad women who look better than you and coupons for beer.
References :
I recently made a scrapbook for my dad's birthday. I bought masculine looking paper for my pages. Some that I used had vertical lines, maps, fishing, golf, travel, etc.... I based the book on his hobbies and since he was brought up in the 50's and loves music, I did some pages with that theme. Just think of what the person likes and his hobbies and do the book accordingly. There are alot of scrapbook websites out there so you can get alot of ideas from that. I hope this helps.

The book is the most expensive part, you can buy packs that include stock paper, tags, phrases, stickers, frames, and the alphabet may times over. I suggest these packs, about ten dollars but you will get over 450 pieces in each pack, and can use them for more than just one scrap book. There really is not set cost though, you can spend A LOT or not very much at all. You really only have to have a book, scissors, some kind of adhesive (either glue [I'd go for rubber cement, dosen't gunk up photos or paper] or photo corners) and things to decorate the page with. You can use all kinds of things you probably already have at home; ribbon, yarn, buttons, stickers, pens, markers, you can even print images off the computer)

A few Tips
1 dont go out and buy a bunch of stuff for scrap booking all at once, and there is a bunch of stuff out there, but just slowly aquire things, such as the different edged scissor, stamps, pens. If you have a Big Lots of a store like that where you live, check them out for stuff. I got a book there for $8 once, and some cute scissor at a really good price.

2 Your book should come with 10 plastic sleeves which will include a white piece of paper in each. Instead of using a whole piece of stock paper for each page, cut up the stock paper and decorate the white page you already have. You dont have to for ever page, but it will definitely cut down on stock paper

3 Have a scrap pieces of paper box or draw or where ever you are putting your scrap booking stuff. they will come in handy for future page decorating.

4 There is no wrong way to scrap book, you have one picture for several on a page. Just don't crowd your page. It's all about having fun and preserving memories so dont get caught up in having to do it just so.

5 Get your mom, sisters, aunts, and friends involved. You dont have to join a club, but it's a good way to have fun and spend quality time with people you love!

There is no such thing as a masculine scrapbook, it's guaranteed to disappoint him. Buy him a six pack and get something from victorias secret.....you should see where this is going by now. Do something special for him that he wants to do, It seems rather selfish to make him a scrapbook just because you like doing it.
References :
My mom made a scrapbook for me when I graduated high school a few years ago. It looks so great and she only spent about 30 dollars. I suggest using a lot of pictures and get nice styled paper and add stickers and words for detail. Some stickers are expensive at certain stores but choosing a few nice ones wont hurt your budget. Scrapbooking is really worth it in the long run because you get to look back on memories and something that you made, and its also really fun so I suggest you do it.
References :
I started doing Scrapbooking not too long ago. A friend of mine had been doing it for about a year. It is a lot of fun and a great way to showcase your memories. Craft stores are an obvious place to go looking for those types of things. However, best thing to do is look for sales. I typically do not shop at the craft stores unless I can't find what I'm looking for. Its usually a last resort deal.

I tend to go to dollar stores or your big box stores. I find they have the best deals. Not to mention if you find a good one you can usually make out quite well for yourself. For things like scissors and what not, I got mine at Target on sale. A big container full of them. They were half the price as the ones at the big craft stores and do an excellent job.

Here are some things to read that will give you some good info:
1. http://www.toybox-studio.com/baby-articals/how-to-start-scrapbooking-six-must-have-scrapbooking-needs.html
2. http://scrapbooking.about.com/library/weekly/aa053104a.htm
3. http://www.ehow.com/how_2050872_start-scrapbooking.html
4. http://scrapbooking.com/

I don't spend a lot on it. Initially it will likely cost you the most as you need your book and crafting supplies. If I recall properly I believe I ended up spending $40 (but I go a LOT of stuff . . more then I probably needed thanks to the dollar store). I'm sure the cost per month can be as big and expensive as you want it to be. I shop on a budget so I usually end up spending roughly $20 a month. Not to mention the only time I really sit down and work on it is weekends for a short period of time. I will admit, I do tend to buy stuff on occasion that I really don't need just because the paper pattern inspires me =)

Enjoy! It can be a lot of fun and really allows you to use your creativity.
References :
Use some leather/suede fabric and I agree with one of the other comments - using some darker colors - or more importantly, what are HIS favorite colors?

Also, what are HIS interests? Are you zeroing in on his likes? There are a lot of neat scrapbooking things out there to masculine it up! I've seen cowboy/biker/racing, etc... all kinds of stuff - let your imagination go wild and pay attention to what catches his attention!
References :
First of all, don't say arty and crafty in the same sentence. Art is should not be equated with craft, craft is skill based, ie. Craftsman, art is idea based, ie. ART.

Second, don't say arty or crafty, the terms are artsy and craftsy.

Third, scrapbooking doesn't usually cost any extra than the book you put it in. The rest of the materials usually get pulled from whatever you're doing in you're regular life: it's like a photo album, only you pull more than just photos you took. If you do end up spending money on extra materials, it's not generally going to be that much, watercolours and acrylics can be really cheap, and you can always get creative and use cheap objects for it.

Lastly, just do it. Scrapbooking isn't one of those things you plan ahead of time.
References :
Alberta College of Art & Design
